An International issue consequent upon the

deputation of an official of the Foreign Bureau.

Some time ago the Governor-General deputed

Prefect Sit Wing-nin of the Foreign Bureau to reside in Hong-

-kong permanently to examine the Chinese emigrants going to

Peru. The Governor of Hongkong asked Governor-General Yun

through the British Consul to recall Prefect Sit. In reply

Governor-General Yun stated as his reason for declining to

accede to the request of the Governor of Hongkong that such a

measure was suggested by the Chinese Minister in Peru, and, if

an official was deputed to examine the emigrants only when the

steamer was about to sail, such examination could not possibly

be thorough and mistakes would occur. We have now learned that

the Governor of Hongkong has written a further communication

to the Governor-General through H. B. M.'s Consul-General in

Canton stating that prefect Sit Wing-nin in Hongkong must not

claim any official rank or privileges, and his only duty should be to examine as to the genuineness of the certificates of the Chinese emigrants going to Peru. If he goes beyond that duty,

he should be re-called.
